The Washington State Department of Transportation
(WSDOT) is seeking requests for proposals (RFP) from firms with expertise to
provide an Aviation System Plan Airport Data Condition Assessment/Inventory
Update to the WSDOT Aviation Division
Project Description:
Washington
State has long recognized the importance in providing access to the air
transportation system through preservation and system planning data facilitating
preservation decision-making. Preserving access to our system of airports
requires a thorough understanding of the current condition of each facility and
the projected, long-term capital facility improvements each may
require.
The principal objective of the Airport Data
Condition Assessment/Inventory Update is to perform a comprehensive and complete
update of the physical condition of all 129 airports in the Washington state
airport system.
The primary function of the Inventory element is
to serve as an informational tool in identifying current facility deficiencies,
long-term facility requirements, supplementing data for state and federal
programming decisions, and identifying the planning needs of local airport
sponsors and jurisdictions.
The consultant shall visit every airport in the
system below commercial status for a total of 81 airports. The visits shall
involve two (2) primary efforts: airport management interviews to collect
information on capital improvement projects, current zoning issues, actual
number of based aircraft and operations, etc. The second effort will focus on
conducting a physical inventory for each of the 81 airport facilities. Inventory
data to be collected shall include (but not be limited to): FAR Part 77 airspace
obstructions, identification of state and federal design standard compliance
issues, assessment of runway safety areas, extent of multi-modal transportation
connections to the airport facility, general information on existing land uses
immediately adjacent to the airport, etc. The collected data will be compiled,
checked and merged with the Aviation Division's existing Microsoft® Access
database and Internet Web Site.
The Aviation Division has developed a preliminary
Scope of Work based on the previous Airport Data Condition Assessment project,
which was performed during 1997/1998. The contract Scope of Work will be
finalized as phase 1 of this agreement utilizing the "Managing Project Delivery
Process." Commencements of the consultant services are desired for approximately
February 1, 2001, or sooner, and are estimated to conclude no later than June
30, 2001.
This project is funded for approximately
$250,000.
Submittal:
Pursuant to state and
federal regulations, a qualifications-based selection process will be utilized
for this project. The consultant will be evaluated and ranked based upon the
following criteria:
- Qualifications of Firms on Team/Expertise;
- Qualifications of Proposed Project
Manager;
- Key Team Members Qualifications (Prime and
Subs);
- Firm's Project Management System (Prime
Only);
- Project Delivery Approach;
- References/Past Performance (Prime Only);
and
- Cost Factors (Prime and Subs)

NOTE: It is imperative that the consultant reviews
the definitions of the scoring criteria. We have included requirements and/or
limitations for the information that is being requested. All scoring criteria
will be rated on a scale of 0 (Low) to 20 (High.)
The Department encourages disadvantaged, minority,
and women-owned consultant firms to respond. Participation by Washington State
Certified Disadvantaged, Minority, and Women Business Enterprises in any
consultant work awarded under this solicitation will be credited toward the
Department's overall goals.
Submittal Requirements:
The
submittal shall meet the following requirements or will be deemed non-responsive
and will not be eligible for consideration of this work:
- Your submittal must be accompanied by the
"Submittal Information Packet" form, which may be obtained through the following

- This form must be completed in its entirety for
the Prime and all sub-consultants on your team. If it is not completed, your
submittal will be rejected. If you do not have access to the Internet, you may
obtain a form by calling 360-705-7104.
There is a minimum twelve (12)-point font
requirement for the basic text of the entire submittal. Any charts, graphs,
table of organizations, etc., must be of readable size.
- The maximum number of sheets allowed per
submittal will be thirty-five (35) sheets, submitted ONLY on typed, single sided
(1 side of the paper only), single column, 8.5" x 11" paper. We will allow one
(1) page of the thirty-five (35) sheets to be submitted on a sheet size other
than 8.5" X 11" paper. The page count limitation applies to ALL sheets contained
in the submittal. The only exceptions to the page count are the front and back
cover, and the "Submittal Information Packet Form."
- Federal Forms SF 254 and SF 255 are not required
for this solicitation. If these forms are included in the submittal, they will
count towards the maximum limitation of thirty-five (35) pages.
The Washington State Department of Transportation
assumes no obligations of any kind for expenses incurred by any respondent to
this solicitation. No minimum amount of work is guaranteed. All submittals
become the property of WSDOT and will not be returned.
Please submit four (4) originals/copies of your
submittal to: Mr. Michael B. Rice, Director of Consultant Services, Washington

Olympia, WA 98504-7323. Submittals may be delivered by courier to Mr. Rice at
310 Maple Park Avenue SE, Room 3D6. Late submittals, or those delivered by
facsimile or electronic mail will be deemed non-responsive and will not be
considered for this project.
The Statements of Interest are due no later than
5:00 PM., Friday, January 12, 2001.
